According to the Tokyo3 police database, Chuck is a very dangerous man who always kills his hostages. In reality, he's just an inept small-time crook who got over his head.

Chuck only appeared in four strips, 2001-09-16 where we first meet him and he is hired by Tom McSony to be a terrorist,2001-09-24 where he attempts to be a terrorist, 2001-09-27 where he is eaten by Sgt. Schlock, and finally as part of a footnote in strip 2001-09-30.
